Can someone emigrate to Australia if declared bankrupt?

My friend from South Africa wants to join her sister in Australia and look for work but has just declared herself bankrupt. Can she apply for a Visa and emigrate if bankrupt?

Hi there,
Being declared bankrupt doesn't usually affect getting a visa to live and work in Australia as long as you meet the other eligibility requirements. 
The other factor to look into is whether South Africa has any restrictions on people who have been declared bankrupt leaving the country, as some countries do. I had a quick look on the web and couldn't see anything about this though.
