My NZ restricted licence is disqualified - do I have to start from scratch in Australia?
Does that mean I have to start from Learners in Australia? I'm not able to obtain a licence here in New Zealand and I'll need one to travel to and from work.

Yes, if you don't have a restricted or full license in New Zealand, you will have to start from scratch sitting your learner's in Australia.
