How do you apply for permanent residency, but not citizenship?

You apply for a permanent residence by applying for an Australian permanent visa: http://www.immi.gov.au/immigration/

Once you have permanent residence you can just stay like this forever, there is nothing requiring you to apply for citizenship - that is a separate process altogether. http://www.citizenship.gov.au/

I previously lived in Aussie from 1979 and returned to NZ in 1991- so lived in Aussie for 12 years. I am now returning to Aussie to live permanantly and want to know if I would qualify for permanat residency. Does anyone know if I have already qualified due to my 12 years previous residency?
