Applying for Australian citizenship when living in NZ

Hi, i am Australian and my partner is Irish. He has been granted his Australian permanent residency. We are now wanting to move to New Zealand to buy a house and wondering if he can move there and apply for his Australian citizenship in NZ? What are our options? Thanks
