Applying for student loan for second BA degree, in process of granting permanent residency visa

Currently living in the UK and applying for permanent residency visa with my wife, I already hold a BA degree from the UK but when I move to Australia I'm looking for a new career change and want to study occupation therapy, will I be eligible to apply? Because I know in the UK they don't allow you to if you already hold a Degree.
