How do I start my application for PR - I currently hold a SCV?

Hi -

I have lived in Australia for about 8 years now on my SCV and am finally looking to become a PR. What is the process and how do I start it? I have seen the new pathway to become a PR from SCV that was announced last month, however I do not meet the income requirements.

Is anyone able to walk me through the PR process? Do I need an immigration lawyer or is that not necessary?
