Can a New Zealand resident, not a permanent resident, be entitled to medicare in Australia?

There are two different categories of NZ residents, permanent resident and just a resident.

My French partner will apply for being a NZ resident while living in Australia, which is possible, if and when it is granted, will she be eligible for Medicare?

Has anyone heard of this situation before?
