single nz guy live australia since 1984, went back to nz 2012 for two years

hi l was living in Australia from 1984 to 2012 as a Australian resident, and l went back to NZ in 2012, l want to go back to Australia now 2014 can l apply for new start or unemployment benefit when l get there. l might point out too that my father is an Australian born but passed away 1972 will l be eligible straight away for Newstart unemployment benefit cheers
