Is it alright to apply for subclass visa 461 while I am waiting for my NZ residency? And how long will the subclass 461 take?

I'm not 100% sure on the answer to this and would suggest talking with a lawyer or migration agent. For NZ residency you are assessed on whether you are a bona fide applicant, so if NZ immigration become aware you are applying for an Australian visa they may take this to mean you are not a bona fide applicant.
That said, it might be fine - so I would encourage checking with an expert first! Regarding wait time, I've heard this visa takes between 4 weeks to 6 months to process. It depends on your situation and what office you apply to (some are faster than others).
