If my children are 16, do I need their father's permission to move to Australia?

No, at 16 your children are considered to be adults by New Zealand law and can choose which parent they wish to live with. See: http://www.kiwifamilies.co.nz/topics/parenting/legal-age-guidelines.html

At 16, with one parent accompanying the child, you can move to Australia without their father's permission
