Husband is permanent resident but not wife. She wants to have baby here?

Husband is an Australian permanent residence but wife is on a visiting visa from Samoa. Can she give birth in Victoria?

she can give birth in victoria - though i'm not sure of the health care costs as mother is not a citizen or kiwi (who get treated the same as Aussies) - i do not know about PR health care treatment and if the fathers PR status will mean free/discounted health care for wife and baby? but if you do, the baby will be an Aus citizen by birth once you register the baby. If you choose to, baby will also be Samoan citizen by descent if mother is a Samoan citizen.
