Can you get your white card while still in NZ?

Is it possible to get your white card before coming to Australia. I know it is an online course but they provider I contacted said my husband would have to have the course supervised by a "Notary Public or a Legal Practitioner". Which I'm thinking would be very expensive! Has any of you sat your white card while in New Zealand?

Also as a maintenance fitter would he need it?

This is the info from the course provider:

'The White Card has now replaced the Blue Card. The national White Card was introduced in September 2009 and is valid in every state of Australia whereas the original Blue Card was only valid in QLD or WA. Blue Cards are still valid if someone has one and can be used in most states of Australia, however Blue Cards are no longer issued.

In Australia your Statutory Declaration and ID must be signed by a Justice of the Peace (JP), Commissioner of Declarations, or a Legal Practitioner. Overseas, this is generally a Notary Public or a Legal Practitioner. The observer can be anyone who witnesses you do the course.'

i have heard some people did the course while being recorded by a web cam. when i did it a few months ago, i didnt need to do this. i just did the course online, filled in all the details, got a justice of the peace to sign the declaration page and sign a photo copy of my license. sent it away and got it no worries. i used a site called Urban E Learning. It does help to have your white card, cant even get on site as a tradie without one.
