Can kiwi students apply for student loans from banks in Australia as a personal loan?

Hi I'm a kiwi and I want to study in Australia but I don't have the finance and I was wondering is it possible to take student loans from banks like ANZ in Australia as a personal loan. Am I eligible for it? I won't be able to afford otherwise so I really need to know and let me know if there are other options. Thank you!
