Can a NZ resident live and work in Australia before getting NZ citizenship?

Can we live and work in Australia before applying for NZ citizenship? How long must we remain in NZ to qualify for the NZ citizenship? I've heard you only have to be in NZ for half the time before NZ citizenship is granted. Is this true?

As far as I know, NZ Residents cannot live and work in Australia. However, Australian residents can work and live in NZ. New residents have to wait 5 years before applying for NZ citizenship.
