Applying Returning Resident Visa from outside Australia, but I Have unpaid overdue tax with ATO

I am planning to apply RRV as I am permanent resident with expired visa outside Australia, but I have debt at ATO $4000 not paid till now. Will this debt affect my application like get refused ? even if I declare that I have debt with commonwealth on the application form?
