Can I apply for permanent residency thru the Employer Nomination Scheme if I am already in Australia

We are New Zealanders who would like to get on a citizenship pathway. My husband is already employed by a university in South Australia and has been working for them for 6 months. Can he apply for permanent residency through the Employer Nomination Scheme (subclass 186) or is this only for people who are currently not employed in Australia? I have checked other visa categories and this seems to be the only possible one to apply for.
