Previously lived in Australia pre visa, visa restrictions still apply?

I am a New Zealand citizen that moved to Aus in 1998, lived there for 15 years, so this was pre visa. I have lived in the UK for 3 years on a UK passport and am looking to move back to Aus. Do the new visa restriction still apply to me?
