Online study while living in Australia

My 19 year old daughter is wanting to do a vet science degree and was accepted at Gatton uni, but as NZ citizens no financial help is available. Does anyone know if she can do an online bachelor of science through Massey Uni in NZ and if she is able to get any help in the form student loans in NZ? She has been living in Australia for 4 years.
