Applying for Permanent Residency in Australia?

I have lived in Australia for 6 years 08-14 and i am expecting my first child here. My de facto partner is an Australian Citizen so my baby will also be a citizen as well. Would i need to apply for permanent Residency to get access to all government funding. Eg Baby bonus & family Tax?
