How many children out of 3 need to be in Australia before we can sponsor our parents over?

How can we sponsor our parents over to Australia if both me and my sister are living in Australia after immigrating from New Zealand?  My sister is already an Australian resident.

Your parents must have more children living in Australia than anywhere else to get the Parent Visa.
